If you're in a PhD program and apply to med school, do you have to complete the program before being accepted (or matriculating)...or can you drop out of the program?

I know that for most of the schools that I applied to, they make it specifically clear that you have to complete any current degree program (MS, MPH, Ph.D.) that you are in prior to matriculating. The exception might be if you contact their admissions office and work out a deal in writing that you can drop out of such a program before matriculating.
