This might be completely useless, but on the college I am in now (Adult Education in a major city in the Netherlands), the attendance policy is 70%. So you have to be in attendance at least 70% over the course of the year. The only two drawbacks however are, that if you don't make the 70%, you will not be able to retake tests at the end of the year, and you will get in trouble with any financial aid you might be receiving.
I've not heard anything about getting a fail for the year if you don't make the 70%.

Required attendance only for labs and small group sessions. Our school records all the lectures so some professors were pricks and would not record the lecture if attendance was lacking....and the douchebag professors would cut off recording when giving hints about exam if attendance was lacking.
