Practice More Important Than Content?

It seems like a reoccurring theme amongst people that practice problems, passages, and FLs are the most important for doing well. Should I just continue doing practice FLs even if I haven't covered all the content?

That's what I'm doing. If you get it wrong, look at how you go it work and use a textbook or something to study it. I suggest review materials at the same time.
 
You shouldn't take any FLs before you finish your content review. However, while you work through your content review, you should be taking non FL practice passages.

Exactly. Don't waste the FLs until you have finished with content review. Content IS important.
