Pre-Application Meeting

I've heard it is a good idea to set up pre-application meetings with the Deans of Admissions of some of the schools one is particularly interested in. As a re-applicant, I'll probably go ahead and set up some meetings, but my question is when? The search function has yielded threads of similar topic dating from June/July, but that seems a bit late. I was thinking late-April/May....
