I suspect that there will be a LOT more movement this year.•••••only the chicago campus of U of I is full. there are still available open spots, so that's not the same situation as loyola. the fact that loyola is already full does indeed matter because it means that they currently have *no acceptances to offer*. they're only interviewing at this point to fill a waitlist, and it's a pretty discouraging thing to know that no matter how well your interview goes, it's only for a spot on the waitlist or a rejection--there is no acceptance to get at this point. although i've heard that there is usually a fair amount of waitlist movement at loyola, i personally don't know of a single person who has actually gotten off the waitlist at loyola, but that's anecdotal info. and plenty of schools haven't filled their classes yet--the methods by which schools fill their classes differ pretty widely. some are like loyola and will offer their acceptances all at once and then continue interviewing only for the waitlist. others interview steadily all the way through may and hand out acceptances, rejections, and waitlist spots at a pretty even rate. i'm not sure where you came up with the 'half decline' number but that seems pretty speculative and depends not only the school, but on the year and the particular applicant pool.
i don't understand how the AMCAS debacle is supposed to translate into more waitlist movement this summer. there are still the same number of available acceptances nationwide and schools still have to fill their classes by the same date. what controls waitlist movement is how many people ultimately decide to attend a certain school over other schools, and i don't see how AMCAS's incompetency is going to make any kind of difference in how someone feels about attending School X.
