What makes one mRNA get more transcribed over another? In other words in a certain cell, why is there more protein created than another in terms of cell signalling or an additional factor?

one thing could be if its easier to attach the RNA pol to the promoter region. This would be due to presence of transcription factors. You could also have more protein transcribed because of the mRNA having a longer life in the cell... aka longer poly A tail keeps it around longer and more gets transcribed
