If you end up scrambling, do you only have a chance at places where you had already interviewed or it doesn't matter? How does it work?

SOAP is basically a 2nd match. You can apply anywhere you want (although you're limited to the # of programs you can apply to) and you can apply in any specialty you want.

I would think places where you already interviewed and ranked you would by definition have a 0% chance during SOAP. If they hadn't already filled all their spots, you would have matched to that program...

Beggars can't be choosers on either side of the equation.
 
As mentioned, in SOAP you can apply to any open spot, any specialty. But you are very limited in the number of applications you get, and cannot purchase additional applications. So it's very important to choose wisely
