Question about # acceptees on MSAR

I was wondering, for a school that interviews
about 500 applicants (such as UCSF) and accepts
about 250 of them (according to MSAR), does this mean that abot 125 are initially offered admissions, and then the other 125 (after waitlist movement) are bumped up and offered admissions as the cycle progresses? I hope someone can clear this up for me.

I think the original post is correct, that's how it is for many schools.
