Question about applicant data from Texas

With the exception of California, there are the most applicants from Texas. Why do Texas and California specially have so many applicants? Also, there a lot of talk about Texas residents not matriculation to an OOS school when the data shows that about 5.2% of applicants matriculate out of state and about 29.9% of applicants matriculate in state. These figures are not that much of outliers so what does this mean?
