Question about NJ License and Initial License Fee

I really appreciate it if you could provide some insight from your experience -

I've been practicing at another state and am currently applying for NJ license. Two items on the online checklist, "Initial License/Permit/Cert Fee" and "Board/Committee Approval" are shown as "unchecked". Is the board going to approve my application first and then ask me for the fee, or should I send the money now as part of my application?

Also, by reading the regulations it seems like you can practice with a "notice" from the board before getting the real license. Will I get the notice before sending in my license fee?
