Question about SUNY Downstate tuition for OOS'ers

I've seen on their website all of these quotes from California (and other States other then NY) that they were really excited about the low cost of tuition. I know that at some schools they offer you in-state tuition after some alotted period of time and I wanted to ask anyone who has already interviewed/goes to SUNY Downstate what the deal was with this. I would also like to know what everyone thought of the school (interview on Jan 31).
