Qustion about LORS for ERAS (Family Med)

I'm an IMG and a US citizen. My ERAS application is ready to go except I don't have a US letter and won't for at least 2 more weeks. Is it better to submit a complete application now with 3 international letters and add the US letter when it arrives or should I wait for the US letter? Also is it acceptable to email PDs and tell them I have a US letter coming?

A bit of context: I'm applying for full-spectrum family med. My USMLE scores are good for family, but not great (Step 1: 228, Step 2: 233). High passed all my clinicals and honored emergency medicine. My international letters are all enthusiastic, well written letters.
