3 time Texas offender here myself. Did the exact same as you (boosted MCAT and EC's) and after having no II the last 2 cycles, I've gotten one TX II so far!

Keep improving your application. I have plenty of friends who endured multiple cycles and finally received an acceptance after two or three attempts. One was pulled from a WL one month before orientation on his third cycle by the only school that gave him an II. He's now an MS3.
