Recombination Question - Did Kaplan Mess Up? (Ignore - Solved)

I calculated 70 percent based on that order and the numbers given, and that's what the Kaplan Full Length Review did too, but 70% didn't seem to be an option here? Am I missing something?

edit: Never mind they already acknowledged it. Apparently 50% is the max they can have as it said in the answer. Ignore this thread.
