What is it exactly? I've always seen it as part of programs and PI's mention it, but what is a definite definition? Is it the PI showing me how to do certain procedures and its protocols or is it like mentoring me on a path to graduate school?

the first thing. they're mentoring you in research skills and overseeing whatever project you're assigned to.
