Residency Transfer to Fellowship

I did my PGYI and PGYII in one program. Currently, I am doing PGYIII in another program. None of these two programs have Child Psychiatry Fellowship. I would like to do Child Psychiatry Fellowship after PGYIII. Board seems to have restriction that the past two years of Residency must be in the same program - does anybody have any experience like this. Could you please share if the Board can make an exception since the Fellowship is not available at my current program?
