I understand you take NAPLEX/MPJE via the Pearson testing center. I plan on taking my NAPLEX for a state in which I am not currently residing but plan on moving to. My question, can I take these tests at any testing center, or do I have to find a list of what centers offer the test and when?

So once I get my ATT, can I take my NAPLEX for Texas for example here in PA, or is it only offered in Texas for example?

You can take the NAPLEX in any state. When you register for the NAPLEX, you'll be asked to select the state which is the primary state where you are seeking licensure. You can also send your score to other states for an additional fee. You're free to take the MPJE out of state at whatever testing site that offers it as I took my California law exam (CPJE) in Michigan without any issues.
