As a Californian resident, I can tell you the UCs dont accept a ton of OOS. Davis, Irvine and Riverside would be a waste of your money for sure. I think UCSD, UCSF and UCLA are fine but you should check MSAR cause I'm not sure.

USC is good

If you're thinking Arizona, I believe Tucson requires a clinical LOR in case you didn't already know. I didn't realize it until after I sent a primary
