"Searching for Reviewers" vs "Out for Review"

What is the distinction between these two submission statuses? Does the latter mean it's actively being reviewed?

Searching for reviewers = they are sending inquiries but have not yet found enough people who agree to review
Out for review = they found reviewers, sent the manuscript and are awaiting their reports
