Secondary Apps and Crime/conviction

So most, if not all, secondary apps ask if you have ever been convicted of a crime (other than a speeding ticket/traffic violation). Underage drinking in PA is a summary offense (not even a misdemeanor) and speeding tickets are also summary offenses, so does this still count/should I be putting this on my applications?

so, sounds like a crime that's other than a speeding ticket/traffic violation to me.
