Silly LOR question

I know this is probably a dumb question but....

If I get a letter or rec from a program director, should I include that letter when applying to that program? Just wondering if it'd be odd that the director would be reading a letter he wrote.

This has been asked here before so you could find a search and look for the answer, but yes, include that letter. It would be riskier to not include it (why did he not use my letter?)
