I’ve gone to 2 schools: a CC and then transferred to a 4 year university.

My gpa on my transcript for CC: 3.50

My gpa on my transcript for Uni: 3.389

So I calculated my overall GPA: 3.43

Today I got verified gpa and I’m being told it’s 3.11 because of the classes I retook at CC which make my “true” gpa 2.89 while my university gpa stays the same.

Do schools only look at the SOPHAS gpa or my actual transcripts because now I don’t want to pay for all my applications if I know I’ll be rejected with this lower gpa.

The current app cycle doesn’t require the GRE so I chose not to take it.

It’s pretty discouraging with deadlines being next week for some schools and need advice

I was wondering this as well, since my SOPHAS GPA was lower than my actual GPA due to transferring from a CC. I think it depends on the program--for example, when I attended Columbia's open house, they said they take a look at your "overall GPA," which I believe meant your actual GPA from your transcripts. However, I'm not sure how they use your SOPHAS GPA in comparison to your actual one.
