I'm confused about when I should submit SOPHAS. I know you can click submit before official GRE scores and LORs are received. Should I? Schools won't look at my app until it's complete anyway.

If you've already sent off for everything (LORs, transcripts, GRE, etc.) you could submit it now...or you can wait. You have some time- just make sure you're aware of each individual school's deadlines. I think I submitted my app around the 1st of November and everything was there in plenty of time. It's really up to you--do you want to pay all the app fees now or wait? 
And, you're right: SOPHAS won't forward the app to your schools until it's complete (minus GRE scores though, those had to be sent directly to each school...or at least all the schools I applied to anyway.)
