Technology Specialist Degree or Masters Degree

Hi everyone, first time posting in the forum! I was just wondering wether which degree would weight more for advanced standing program application. I will be moving to the states in a couple of years and on the meantime I wanted to study a specialty. Reviewing threads I realized that the best applications have a masters and high GPA/toefl score. My question is if there is any value on pursuing a specialist or Masters Degree on my home town before moving to the states as periodonthics specialty or Masters takes two years for completion.
