State medical schools that accept a significant amount of out of staters?

Iowa takes 30%, OHSU takes around 20%, UCSF and UCLA each take 40%

umich's class consists of about 50% out of state students.

Add UVa to the list.

Here are US News and World Reports' numbers for those state schools.

UCSD: 98% in-state
UCSF: 95% in-state
UCLA: 95% in-state
Iowa: 75% in-state
OHSU: 75% in-state
UVA: 73% in-state
Michigan: 54% in-state

When I went to Berkeley's med school fair, schools that were recruiting included University of Illinois and UConn (30%). If I dig up the number for U-IL I'll post it.

Most of OHSU's are through the WICHE program giving preference to students who live in a state that doesn't have a medical school: MT, ID, WY...

Ohio state is friendly to out off state applicants.
I interviewed at OHSU (I'm a Californian) and was told they have a lot of non-residents. The wiche program has limited money, so while a lot of students in those states may apply to the wiche program (providing them funding and priority acceptance at certain schools), there aren't a lot who actually get in the program. There are a lot of non-wiche students as OHSU as part of the non-resident percentage. I don't know anything about the wami program, but no one at OHSU mentioned it.

Chicago/Finch U
NYMC
MCPHU
all accept a significant number of CAs
Pennsylvania as a state seems to like CAs in general. Good luck.

rush seems to like ucla students. a lot of friends and myself included received interviews from them. you should keep them in mind as well.

Most of the schools in the previous two posts aren't state schools...that was the OP's question.
