state ties and SUNY schools

So does anyone have any idea how the SUNY schools (preferably buffalo and upstate) weigh ties to NY state? I was born there, lived there for almost 14 years straight and went back for college recently. Do ties like the ones I have suffice to give me an advantage over other OOS students?

the MSAR will give you an idea of how in-state friendly a school is. being in-state at buffalo and upstate definitely gives you a leg up and being from upstate ny will count even more since they know the (relatively) undesirable locations won't be a big deal for you
