Step 3 deadline for H1B visa

Some programs have their own internal deadlines for Step 3 if you want H1B but what is the theoretical deadline?

Let's say that a program is set on giving you H1B. By what date must you take Step 3 in order to safely be able to get H1B? Can anyone describe the process further and the time it took for the various steps?

Do you need to be ECFMG certified to register for Step 3? Is it possible to register before ECFMG certification as long as you are certified at the time of taking Step 3?

It says that the deadline for registering for Step 3 by the end of August. What happens if you register after this date? Can you still take Step 3 in 2012 if you are 2-3 weeks late for registration?

i wont answer all these questions because the answers are out there or there aren't any but the deadline for step 3 and H1B is negotiable. This year there was a period where you couldn't take step 3 or a delay in reporting and some people I knew were caught up in this. they were given a later start date for residency (i.e. after july 1st) so they could be on an H1. for my program, you had have passed step 3 before RoL deadline (usually middle of feb) and that is usually standard.

you need to have finished med school and passed all previous parts so yes you cant register until ECFMG certified. this actually makes it easier as you don't have to submit all the verifying paperwork again.

deadline for doing it by end of sep is aug. the 'year' starts in oct/nov i believe. i registered in november and did it in dec got results in jan.
