Step 3 relevance for IMG aiming for a fellowship

I know I have asked this previously and that other have as well, but without helpful answers.

I know Step 3 is not required to apply for a fellowship position in the USA, and it is of no use if you don't want to practice medicine in the US. I also know Step 3 is not important for US graduates to get a fellowship because other things are.

My question is: is step 3 a boost for an IMG or a waste of resources?

Many programs are now requiring Step 3 for promotion to PGY2 or PGY3. Both AMG's and IMG's should have it completed before applying for fellowship

I'm not so sure about that. I have gotten over 30 interviews (albeit in ID) and i havent done it yet. The classic teaching is that you have to have it before you actually start fellowship. But it varies with institutions.
