Strong state ties?

The threads I read regarding this were about 6 years old so I didn't know if this still applies, but what exactly constitutes a strong tie to a particular state?

(Keep in mind that I'm about two years out from applying, but I would like to have a general idea of what schools I should look into)

Examples:

  • Brother recently relocated to Texas for an engineering job.
  • Dad's family is from Tennessee.
  • A lot of my grandmother's family reside in Kentucky (had a cousin graduate from U of K)
  • I'm a Georgia resident so obviously I'll be applying to all the state schools here.
Do any of the above (besides being a GA resident) qualify as "strong state ties"?
