Study psychology and medicine at the same time

Hi !
I'm a 3 rd year medical student in Romania and I want to know if it's possible to take a psychology course that allow me to do counseling.
Do I need to study from scratch for Bachelor Degree then Master?
Does the Step one in UMLE allow me to go straight for Master?
