Submit PASS app before letter of rec?

4 out of my 5 letters of rec are submitted but I am waiting on one. If I submit my PASS app now, will my evaluator still be able to upload their letter? thanks.

Yes, they can upload it later. But the university you are applying to will receive an incomplete application status till the 5th letter is submitted. Also many of the universities won't review your application till the status shows 'Complete'. I hope this helps.
