Suny Buffalo Waitlist

Today I called the SUNY Buffalo admissions office and they told me that I placed in the top third of the waitlist. Should I take this as an acceptance? Historically, has the top third of waitlisters gotten into the school? Should I start celebrating now and say "I'M GONNA BE A DOCTOR!!!" or should I take this as a bad sign? Is there anything that I can do to better my chances of getting in at this point like sending a "letter of interest?"
