Check to make sure all other sections of the application on the left side of the main page have a white check mark next to them. If one is missing, you have not completed the section and you will not be able to certify and submit.
In addition, you should run the audit selection, also on the left side of the main page. If the audit turns up any error messages, the errors must be addressed before you can successfully certify and submit. Note, a warning message itself will not prevent certification/submission.
If completing these two steps does not enable the certification option, call or e-mail AMCAS for assistance.
