This seems to be more a question of proper social etiquette and courtesy. Yes, when these two are violated it does tend to incense others, especially those potentially affected.

Do you really think someone shouldn't make a plane flight because they have a cold? Maybe it was surprise sneeze.

In any event, rude people do bother me, and I wouldn't enjoy being sneezed on, but sick people out in public do not. Not everyone has the luxury of staying in bed/in the house for a few days to rest up.
