So I've finally finished all of my interviews and am in the process of sending out continued letters of interets and thank you's.

What is the proper way to tell the programs that you're really interested how you're possibly going to rank them? Is that even ok to do?

At the end of my letter is it ok to say:

I plan to rank you very high on my rank list
I plan to rank you amongst the top of my rank list
I plan to rank you number one on my rank list
etc.
I also plan ranking a very small program high on my list

I'm sure the programs probably take this with a grain of salt. But if you're truly interested what is the best way to relay that and make it believable.

Your plan sounds fine to me. It is perfectly legal to voice your interest.
