Transferring a controlled substance (CIII to V)

Im getting confused regarding this transferring of CIII-V business.

Can someone clarify:

--Transfer is allowed on a 1 time basis (is this for 1 refill or all refills)

--Retail pharmacies that has share a computer system can transfer back and forth the refills?

Transfers are always for the entire prescription unless you are from New York.

Retail Pharmacies that share a real time data base can transfer refills up to the number authorized by the practitioner.
 
thanks for the clarification!

It's interesting that one can't transfer controls in NY, yet a pharmacist from the same chain in another state could transfer it out over a real-time database, when the same pharmacist, if from another store, over the phone, would have to be told it cannot be done?
