Transfers back to the US?

Okay, so I have a few questions. Supposedly students can transfer after their second year and after they have passed step 1. My question is this.. since transfer applications are due usually in Jan or Feb and students do not take step 1 until AFTER their second year..then you are theoretically submitting an application before you have even taken the test. Are there any ways around this without taking a year off between years 2 and 3? Also, if you are submitting your USMLE score, do you still need to submit MCAT scores?

My second question topic is about which medical schools are friendly towards US citizens who have completed their first two years outside of the country? Are there any steps I should take to help improve my chances of transferring (other than scoring well)? Thanks in advance for any advice/information you can provide.
