Trouble with PDF Files

I saw a thread on this topic awhile ago, but I can't seem to find it now. Some schools send secondaries via PDF files that aren't formatted to allow text to be entered. Does anyone know a way to get around this besides opening the file on photoshop?

i think those are meant for you to print out and fill out by hand.

If you buy the adobe program full version you can do it on there. Or you can d/l another PDF editor.
