Does anyone think this has legs? Better or worse than Elizabeth Warren's proposal?


Made-in-America Healthcare Act

1. Restore indemnity (real) medical insurance that pays the patient.
a. Restore first-party payment and end third-party payment and third-party controls over care by putting dollars directly in the hands of patients to pay for their own care from anyone, anywhere. Discourage third-party networks.

2. Take steps to end the “pre-existing condition” problem.
a. Encourage state high-risk pools, restore individual indemnity medical insurance, and switch federal tax deduction from employers to individuals.
b. Incent sale of pre-birth individual policies that children take into adult life.

3. Give individuals (or no one) a federal tax deduction for buying coverage.
a. Switch the tax deduction from employers to individuals, or end the tax deduction altogether for everyone.
b. Create independent health savings accounts (not tied to health insurance).

4. Give seniors the freedom to buy private insurance instead of Medicare.
a. Allow seniors to opt out of Medicare and still receive Social Security benefits.
b. Repeal federal law that prohibits the sale of private insurance to seniors.

5. Speed patient access to innovative drugs; Lower prescription costs.
a. Provide a “freedom from FDA” option for companies, allowing them to avoid FDA review and costly protocols if they accept full legal risk/responsibility.

6. Restore patient control, confidentiality, and consent.
a. Repeal federal penalties for not using an electronic health record.
b. Restore pre-HIPAA voluntary, informed, written consent for data-sharing.

7. Stop the exodus of physicians from the practice of medicine.
a. Keep bureaucrats/government reporting requirements out of exam rooms.
b. Pay doctors for time, expertise and actual services, not “value” or “quality.”

8. Keep the mission of medicine alive.
a. Create an individual IRS tax deduction specifically for medical charity.
b. Encourage the reestablishment of charity-only hospitals, including religious.

9. Pay for care, not coverage, in Medicaid.
a. Change Medicaid to state block grants for local control and accountability.
b. Pay providers for giving care; end payments to health plans for coverage.

10. Enable competition; Discourage consolidation.
a. Repeal Affordable Care Act prohibition on physician-owned hospitals.
b. Allow citizens to buy indemnity policies without 10 essential health benefits.

Too bad this will not get anywhere in a Congress wholly taken up with the election, impeachment, Syria, etc.

Honestly, this is the Republican version of Medicare 4 All — a bill that will never go anywhere and only exists as talking points.

where is the reference for these proposals?

it is not from the linked article, and as far as i can tell, there is no "made in america health act". do you mean the american health care act that failed in 2017?

All of this is anathema to the health system that looks for bottom dollar and will squeeze as much free work out of you as possible. Just another set of proposals for docs to jerk themselves off to while they get f’ed in the A by everyone.

Insurance companies will hate this, it actually looks promising for hospitals. If they can use charity care to reduce their tax burden...
 
some of the ideas arent bad. the overview is a bit vague, but i didnt get into the weeds with the entire .pdf file. it is nice to see some actual thought going into the policy for a change, however.

i dont see any real movement on the price/cost drivers, including SOS, drug and device costs, or the commercial insurances completely raping us. this is really just shuffling around the cards

Ending the tax deduction for health insurance is an interesting proposal, it seems like that would sabotage the private insurance market pretty significantly.

A lot of the other items are just meaningless feel-good words but ending tax deduction of premiums would be huge. No way the insurance companies let that happen though.

God some days I wish I worked for an insurance company but sadly no.

Anyway fun fact if you are OON with a certain mega hospital chain Corp in the Northeast they will only reimburse you at Medicare rates not usual and customary. Hurray Medicare!

This is the case with the BCBS carrier and other large insurers in my area. Medicare rates for OON but instead of paying 80% after the deductible they pay about 60% after the deductible as an additional disincentive for pt to go OON.

As the insurance industry consolidates their gains, obviously this is only gonna get worse...
