Most areas have an apartment association. So start searching for "Apartment association, syracuse" or whatever city your looking for. Some cities have then, some do not.

Look up an apartment locator. They are like Realtors, but specialize in all the apartments in the area. You tell them what you are looking for, and they'll help you every step of the way and send you personalized listings with the current specials and all the info you'll need.
