U of AZ (for out-of-state AZ residents)

Hi-
I was wondering if anybody knew anything about U of A's policies for AZ residents who go out of state for their undergraduated educations.
It seems that they are very reluctant to admit these students, even though they are AZ residents.
Does anyboy know about their policies?

This question was asked at a reapplicant seminar I went to. Dean Leadem said that as long as you keep your Arizona residency, that it doesn't matter what school you do your undergrad at. In-state, out of state, public private, whatever. Just as long as you have competitive stats and EC's.
