Brown would be the best option based on traditional wisdom, but If you get accepted to UCI and it allows you to stay in California it is also a great option. UCSF and UCLA depending on specialty might be bore accessible after brown compared to UCI, but im not sure if that outweighs staying in california during medical school.

You can easily match into Cali with Brown so if you can delay gratification I think Brown would be better but you don't seem like you want to move.
