UMD secondary for out-of-staters

Hi!

I'm curious to know if the %age of out-of-staters receiving the UMaryland secondary is really that low (I read that it was 25% somewhere).

I am a low-end applicant, and I have received this secondary 2 years in a row. Should I take this to mean that there is something in my application that they really like? Should I be celebrating?

No, they send secondaries to the majority of applicants from out of state!!!!!!
