Am I reading correctly? This program requires 3 LoRs with 1 more coming from the Chair? Or 3 LoRs, one of which is the Chair letter?

yup, some programs require 4.

3 LORs + 1 chair letter.

I remember this being an issue when I applied last year. I was working on getting the fourth together when I got an interview invite from them...not really sure how strict they are about it. You probably have some time.
