This is nitpicky, but I'm assuming that the bottom of the buret has a little spout where HCl can get in to react with Mg. But wouldn't some of the gas be able to escape out in this same way?

Probably not a significant amount. When the gas is made, it wants to bubble out and goes straight to the top. Since the Mg metal isn't moving, the "top" relative to this reaction is the top of the buret.
