Anyone know how often the interest rate changes, or even what it is tied to? Is it just the normal fed rate, or is it discounted? Any other information is welcome as well!

All Stafford loans, subsidized and unsubsidized, are tied to the 91-day T-bill rate as of July 1st. This rate applies for the following school year, and then it changes the following July 1st. At least I think its the 91-day T-bill. I think the rate during deferment is different from the rate during repayment too.
