You can check with the school, but my guess is send it to the admissions committee.

When is up to you, if you feel you have something to add that will help your application then send it in. But do not do it too often, b/c they already have a lot of paper work to read. You might want to wait a few months inbetween. If its after March and you're waitlisted, then I think most schools are ok with you sending updates every few weeks.
 
really i don't think that sending it at this point is going to do any good. right now the adcoms are taking the students they clearly want. later on, IE after xmas, they'll start picking out the rest of the class from the remaining applicant pool. so if you're a great applicant that they really want, they're gonna take you right now update or not. if you're a borderline applicant, they're probably not looking at you right now anyway AND it seems unlikely that you have anything to update as of yet. If you haven't heard anything by xmas, definately send them a copy of your fall semester grades (assuming they're good) as well as prepublication copies of any nature or science articles you've gotten accepted 🙂
