in the med school admissions process applicants can indicate if they are an URM or have some other disadvantaged circumstance, and this may be taken into consideration, along with many other factors obviously

So, my question is do residency/fellowship applications also allow an applicant to indicate URM or other disadvantaged status? Is this information taken into consideration when making a decision?

also, I am NOT trying to start a debate of pro/con of AA, I just want to know if this is or is not the case

Not usually, but in some fields at some fellowship programs it could be an advantage, particularly if one has done, or is interested in doing, research related to health disparities.
