They think a 10% bonus for practicing in underserved areas is enough to entice physicians? Are you kidding me? Start at 30%, and work from there.
 
Yup, 10% won't do much. I think the whole model of payment has to change for primary care, so that they have more responsibility and they get compensated more for actually spending time with patients instead of having to see so many for crappy reimbursement. There is no reason PCPs should be referring to specialists for every little condition - they become glorified NPs, and I don't think that level of responsibility accurately reflects their knowledge and competency.
