There are very few hospitals in the country that could rival LA County for the experience a 3rd or 4th year would get during rotations. ucla certainly doesnt have one.
When I rotated there last year, construction was underway. LAC-USC has an old physical plant, so it's due. I hear the top floor will be permanently closed and only open for the POTUS when he's in town.
